Question Remote Flash -- options?

What are my options for remote flash? Here are the options I can think of:

1. one flash on the camera and a remote slave unit
2. a remote flash connected to the camera with a wire
3. a remote flash connected wirelessly to the camera (e.g., Pocket Wizard)

any other options? Especially cheap ones

Are there any other wireless systems than pocket wizard? Does it give me E-TTL? Do I need it?

I want to use remote flash for two things:
A. For dramatic effect when taking pictures of buildings etc. I.e., lighting the object from the side can create interesting shadows
B. For portraits, to avoid the "flat faces" that may result of a flash mounted on the camera.

For portraits, I guess the pros use continues lighting? Since I am shooting digital and can correct color balance can I simply use incandescent lights?

What else should I consider?
