Does shooting RAW hurt?

The lighting on the buildings is very nice, but I struggle with how a massive city skyline plays such a small role in the overall image. This composition would work better if there was a great deal more interest in the sky, i.e., an interesting sunrise/sunset or a blue sky with puffy clouds. The lighting is so beautiful that I wonder if you took some closer shots? Seattle is a beautiful city to photograph and there are several places from which to shoot. Where were you when you shot this? I'd like to try the location the next time I visit the northwest. The last time I visited was at some small park on a bluff overlooking the city. It was a perfect view.
